On Monday, June 16, 2025, in a landmark moment for public housing in North Carolina, Dr. Michael C. Threatt, Chief Executive Officer (CEO) of the Sanford Housing Authority (SHA), delivered the agency's first-ever "State of the Housing Authority" address at the Dennis A. Wicker Civic & Conference Center in Sanford, NC.
The event marked a pivotal turning point for SHA, a HUD-designated "troubled agency," as Dr. Threatt unveiled his comprehensive report, 180 Days Later: Reset, Renew, Reframe - A CEO's Strategic Impact & Vision Report. The address also introduced SHA's bold new five-year strategic plan: Roadmap 2030: A Strategic Path Forward, designed to guide the agency from crisis to sustainability through five core pillars:
- Tackling financial challenges
- Rebuilding operational capacity
- Restoring public trust
- Achieving HUD recovery
- Laying the foundation for a housing authority of the future
"I am grateful to our board, staff, elected officials, and community stakeholders for their support and belief in this transformation and for coming out to support this worthy cause during the address. This wasn't just a presentation; it was a declaration of our unwavering commitment to operational excellence, transparency, and transformation," said Dr. Threatt. "We are no longer content to 'play housing authority.' We are building one that works."
Upon accepting the CEO role, Dr. Threatt-who previously led a top 4% nationally ranked Moving to Work (MTW) agency in Dothan, Alabama-expected to implement a traditional corrective action plan (CAP). Instead, within his first 60 days, he found himself signing a HUD Recovery Agreement alongside the Mayor and Board Chairwoman, confronting the reality of leading a PHA ranked in the bottom 4% nationally.
"The irony of SHA being troubled since 2022 is that HUD gives you two years to get it together. As the new CEO, I assumed that I was coming in to implement a CAP, but I was shocked to walk into actually signing a Recovery Agreement," he noted. "What I didn't anticipate was the extent of the challenges left behind by not one, but two prior administrations. What once felt like steering a submarine in a bathtub is now a vessel gaining momentum."
SHA's transformation is deeply rooted in cultural renewal. A 2024 WiLD Trust Index Survey revealed critical issues in leadership, training, and morale-problems now being addressed head-on. The agency has since implemented leadership development initiatives, staff training programs, and morale-boosting strategies to rebuild internal trust and cohesion.
Dr. Threatt also highlighted key leadership developments, including the appointment of a Chief Financial Officer (CFO) and the recent selection of a Chief Operating Officer (COO), which will enable him to focus entirely on his visionary and strategic role as CEO. He emphasized that his "housing authority of the future" model requires transformational leaders to put their mask on first and then fill roles that are relevant for the agency's long-term success.
He is particularly proud of SHA's most recent NSPIRE score, which improved from a 2022 REAC Score of 49 to an NSPIRE score of 81 under his leadership. This achievement was made possible through SHA's partnership with Premier Contracting Professionals, which repaired over 4,000 work orders in just six weeks. The initiative was driven by Dr. Threatt's military-led leadership philosophy, which included assessing properties based on the previous REAC score of 24 out of 40 for the Physical Assessment Subsystem (PASS) and partnering with the U.S. Inspections Group for pre-NSPIRE inspections.
Dr. Threatt acknowledges that the recently received FYE2023 PHAS Score for SHA decreased from 47 to 39, a direct result of the previous administration's failure to complete the fiscal year audit in a timely manner. He anticipates a similarly low score for the FYE2024 PHAS, potentially as low as zero, due to the lack of experienced financial leadership and internal capacity before his arrival. These setbacks, while significant, underscore the urgency and importance of the financial reforms now underway under his administration.
Rebranding for a New Era
As part of SHA's transformation, Dr. Threatt also unveiled a new agency logo and brand identity, symbolizing a fresh chapter in the authority's history. The logo incorporates the rich history of Sanford, NC-known as the "brick capital"-with bricks featured prominently. The rebranding reflects SHA's renewed commitment to transparency, innovation, and community impact.
"This rebrand is more than a new look-it's a signal to our community and our partners that SHA is evolving," said Dr. Threatt. "We are aligning our image with our mission to be a forward-thinking, housing authority of the future." To strengthen its storytelling capacity, SHA is currently recruiting a Public Relations Manager.
