The launch coincides with the upcoming departure of CEO Dr. Michael C. Threatt, who will conclude his service on April 20, 2026, leaving behind a legacy defined by trust, transparency, and transformation.
The newly released SHA App provides residents, landlords, and community stakeholders with a centralized, user-friendly platform for real-time communication, access to housing resources, and engagement with agency programs. The app reflects SHA's commitment to digital accessibility, operational efficiency, and resident-centered service delivery.

Since joining SHA in December 2024, Dr. Threatt has led one of the most comprehensive organizational turnarounds in the Authority's 65-year history. When he assumed leadership, SHA faced significant operational, financial, and compliance challenges, including deteriorating housing conditions, outdated systems, and diminished public trust.
Through the implementation of a HUD Recovery Agreement and the launch of Roadmap 2030: A Strategic Path Forward, Dr. Threatt guided the agency away from federal receivership and toward long-term stability. His Reset-Renew-Reframe framework modernized governance, restored compliance, strengthened workforce capacity, and repositioned SHA as a forward-looking housing authority.

The SHA App represents a continuation of the technology-driven transformation championed under Dr. Threatt's leadership. - Expanding resident services, including Family Self-Sufficiency (FSS) and Jobs Plus initiatives
- Strengthening public safety through enhanced infrastructure and partnerships
- Rebuilding organizational culture and increasing certified housing professionals
These efforts not only stabilized the agency but also restored confidence among residents, partners, and federal stakeholders.
A Legacy That Extends Beyond SHA
Dr. Threatt brings more than 20 years of experience in the affordable housing industry, including 10 years in executive leadership and service across seven public housing authorities. His leadership at SHA marks his final appointment in public housing administration.
Following his departure, Dr. Threatt will transition into academia, consulting, and research, continuing his impact on housing policy and future industry leaders.
