Notice of Public Hearing on Wednesday, July 16, 2025, for Significant Amendment to the FY2024 Annual Plan - Stewart Manor
The Sanford Housing Authority (SHA) will hold a Public Hearing on Wednesday, July 16, 2025, at Noon at the Comfort Suites, located at 1891 Bragg St., Sanford, NC 27330.
This meeting is open to the public and is intended to solicit comments on SHA's:
- Draft FY2025 Annual Plan
- Revision #1 to the Five-Year Plan FY2024-2028
- Significant Amendment for Stewart Manor
- Revised Capital Fund Program Five-Year Action Plan
Significant Amendment - Stewart Manor
Stewart Manor, a 99-unit senior high-rise, has been vacant and boarded since 2022 due to substandard living conditions and safety concerns. All residents have been relocated to alternative housing options throughout the Lee County area, either through the SHA, its instrumentality, the Central Carolina Strategic Developers (CCSD)-Matthews Garden Gilmore (MGG), or with friends and family in the local community.
Originally considered for rehabilitation, a change in leadership in December 2024 prompted a full review. It was discovered that prior procurement processes for real estate advisors and redevelopment partners were non-compliant with regulations. SHA, under legal guidance, chose not to proceed with those contracts.
In early 2025, SHA procured Dominion Due Diligence Group (D3G) to conduct a Physical Needs Assessment (PNA). The PNA determined that repair costs would exceed 73.5% of the Total Development Cost (TDC), qualifying Stewart Manor for demolition under HUD's Section 18 Physical Obsolescence justification.
SHA is now preparing a Section 18 Demolition application to HUD's Special Applications Center (SAC), with the goal of preserving Tenant Protection Voucher (TPV) funding. Environmental assessments are underway, with potential contaminants such as lead and issues with terracotta pipes expected to require remediation.
At this time, no redevelopment or disposition plans have been finalized. This amendment pertains explicitly to the demolition application process.
