Welcome to Sanford Housing Authority

Established on September 8, 1961, the North Carolina Secretary of State incorporated the Sanford Housing Authority (SHA). Since that time, we have provided affordable housing for families, seniors, veterans, and individuals with disabilities in the City of Sanford and Lee County. The SHA also provides affordable housing opportunities for citizens of Harnett County through its Housing Choice Voucher (HCV) program. The SHA is governed by a five-member Board of Commissioners appointed by the Mayor and City Council of the City of Sanford. It is managed by a Chief Executive Officer (CEO). SHA is not a City of Sanford Agency or Department.

The Sanford Housing Authority provides 448 Public Housing units and is authorized to provide up to 741 Housing Choice Vouchers. The Sanford Housing Authority receives operating funds primarily through HUD. Funding from HUD comes from three different programs (Low Rent Operating Fund, Housing Choice Voucher, and Capital Fund).

Central Carolina Strategic Developers (CCSD)

CCSD is a nonprofit organization based in Sanford, North Carolina, dedicated to serving as the real estate development arm of the Sanford Housing Authority (SHA). Incorporated on March 14, 2017, CCSD shares the same five-member Board of Directors as SHA, ensuring aligned goals and seamless collaboration in all development projects. The corporation is organized and shall be operated exclusively for educational, literary, charitable, or scientific purposes which are exempt from Federal Income Tax under Section 501(c)(3) of the Internal Revenue Code of 1986 (or the corresponding provisions of any future United States Internal Revenue Laws). The corporation is also a charitable or religious corporation as defined in NCGS §55A-1-40(4).
