HCV Program Manager

Under the leadership of the Director of Operations, manages and supervises all aspects of the Section 8 Housing Choice Voucher Program.  Ensures that the department maintains Housing Choice Voucher Program subsidy allotments filled with eligible participants and ensures compliance with the U.S. Department of Housing and Urban Development (HUD) federal regulations and the Agency’s approved Housing Choice Voucher Program Administrative Plan.  Responsible for the Agency receiving at least a satisfactory rating concerning HUD agency scoring systems such as Section 8 Management Assessment Program (SEMAP) and other future HUD required evaluation systems. Responsible for administering the Housing Choice Voucher (HCV) and other Section 8 Programs. This includes program requirements and guidance as reflected in HUD regulations, handbooks, notices, forms, guides, and Agency established policies and procedures. Supervises all personnel assigned to the HCV office, delegates assignments, and conducts the daily affairs of the office in a businesslike manner to ensure that the department maintains HCV subsidy allotments filled with eligible participants.

Minimum Qualifications: Bachelor’s degree in management, business administration, public administration, or related field. Eight (8) years of progressively responsible experience in housing, including 5 years of experience in the Housing Choice Voucher Program. Must have a minimum of 5 years of supervisory/management experience, or an equivalent combination of education and experience.
